South State Street Corridor Study Phase I – US 13 to SR 10   South State Street is an important corridor in central Kent County, connecting Dover, Magnolia, Little Heaven, and nearby communities. The corridor serves commuters, local businesses, agricultural traffic, and people traveling to medical offices, housing, commercial areas, and other local destinations. The study will take a comprehensive look at the corridor between US 13 and SR 10. It will evaluate existing conditions and identify recommendations that support safe, connected travel for all users, consistent with Complete Streets principles. Why the Study is Happening (Purpose & Need) The South State Street Corridor Study Phase 1 is essential to address rapid residential and commercial growth south of Dover and manage a complex mix of commuter, local, and agricultural traffic. By establishing baseline data, the study implements a Safe System Approach to protect vulnerable users and provides the foundational analysis needed for DelDOT and MPO initiatives to improve multimodal connectivity, intersection operations, and long-term infrastructure sustainability. The study team will: Evaluate current and future transportation deficiencies;Evaluate operational and safety concerns throughout the corridor;Assess local movement and regional connectivity needs;Improve multimodal accessibility for pedestrians, bicyclists, transit users, and motorists;municipalities, agencies, stakeholders, and the public in a transparent planning process;Develop prioritized recommendations supported by technical analysis and stakeholder consensus; andPosition the MPO and DelDOT for future project development, funding pursuit, and phased implementation.   Study Schedule The South State Street Corridor Phase I Study will be undergoing data collection during the summer of 2026, and public outreach during Fall 2026. Updates to this schedule will be shared on this page as the study moves forward. Community Engagement  Understanding how South State Street works day to day takes both technical analysis and input from the people who use the corridor. The study team will coordinate with local governments, businesses, residents, freight stakeholders, emergency responders, agricultural interests, and transportation agencies. Public outreach will focus on accessibility, transparency, and ongoing engagement throughout the study. Project Description DelDOT is partnering with local government and community partners in Sussex County to study the alignment for a walking and biking pathway to connect Milton to the Georgetown to Lewes Rail Trail. The study will consider different routes and design alternatives to construct a shared-use pathway from the Georgetown to Lewes Rail Trail to Milton and assess the feasibility, environmental constraints, and costs associated with each alternative. The study will engage local partners and the community to identify opportunities to embrace the unique landscape and culture of the region in the design and branding of this pathway - creating an enduring transportation, recreation, and environmental asset rooted in the natural beauty and character of Sussex County. The Delaware Department of Transportation and the Delaware Transit Corporation is exploring the potential of adding a new train station in Newport, DE! The purpose of this project is to: Determine the ridership potential that could be realized from a  new passenger rail station in Newport. Develop preliminary planning and infrastructure that would be required to reintroduce passenger rail service to   Newport, including a new station, track and power upgrades, coordination of passenger and freight operations. Identify multimodal connection enhancements for residents and commuters to access station. Ensure compliance with federal standards.
