Milford-Slaughter Beach Shared Use Path Feasibility Study
The Milford-Slaughter Beach Shared Use Path Feasibility will assess the feasibility and develop a conceptual design for a shared use path that connects the City of Milford with the Town of Slaughter Beach. A shared use path will provide people walking, biking, and rolling with a new transportation connection and a regional recreational amenity that will encourage ecotourism in the area.
This study is being funded by a U.S. DOT Thriving Communities Grant which the City of Milford and Town of Slaughter Beach won with support from the UD Institute of Public Administration Grant Assistance Program. The Dover/Kent County Metropolitan Planning Organization is administering the grant funds on behalf of Milford and Slaughter Beach. The grant requires the feasibility study to be complete by June 2, 2025.
The Milford-Slaughter Beach Shared Use Path Feasibility Study has been posted for public review. Comments can be provided via email to [email protected] or at the Dover/Kent MPO Public Advisory Committee (PAC) Meeting on 8/14, the Technical Advisory Committee (TAC) Meeting on 8/19, and the Council Meeting on 9/3. Public Workshop Milford-Slaughter Beach Shared Use Path Feasibility Study
You're invited to the Milford-Slaughter Beach Shared Use Path Feasibility Study Public Workshop on Wednesday, March 19 from 4-6pm at the Milford Public Works Facility (180 Vickers Drive, Milford, DE). The agenda includes:
- 4:00pm Presentation
- Overview of public feedback received from the fall 2024 survey
- Summary of the alternatives considered
- Following the presentation, there will be an opportunity to ask questions
- 4:30pm Review Preliminary Alternatives
- Review alternatives developed for each roadway segment shown on poster boards
- Talk one-on-one with project representatives
- Provide written feedback
- 5:00pm Presentation (for those who were unable to make the 4:00pm presentation time)
- 5:30pm Review Preliminary Alternatives
Note: Alternatives (including a no-build alternative) were developed based on public feedback and technical analysis.
If you are unable to make the meeting, all project materials will be posted to the project website by March 20 for review and comment. Comments will be collected through Monday, April 21.

Following a comprehensive review of existing conditions, roadway safety standards, Level of Traffic Stress (LTS), planned development in Milford, and public input, the recommendation is to maintain Cedar Beach Road in its current conditions. No Immediate improvements or projects are proposed at this time. However, pages 57-58 of the study includes conditions under which improvements should be considered.
